If you’ve traveled around China for a while, you’ve probably run into this confusing situation: you walk into a small hotel, show your passport, and the receptionist shakes their head — “We can’t take foreigners.”

It’s one of the most common frustrations for travelers in China, especially in smaller cities or rural areas. But here’s the thing: there is no longer any national law in China that forbids foreigners from staying in regular hotels.

The so-called “foreigner-only” rule was an older regulation from decades ago, when international guests were required to stay in specially licensed hotels that could handle the registration process with the local Public Security Bureau (PSB). Back then, these hotels had the proper software and English-speaking staff to record passport details.

\n

That rule, however, has been officially abolished. Today, all hotels in China — from five-star chains to family-run guesthouses, are legally allowed to accept foreign guests, as long as they can register the traveler’s information in the police system.

The tricky part is that many hotel owners, especially in more remote regions, aren’t yet aware of this change. You might encounter some resistance when trying to check in, and convincing them that the rules have changed can sometimes be challenging. Usually, contacting the local police office helps, but in our experience, even some police officers weren’t aware of the update. In such cases, a few calls to another local office were necessary to confirm the new regulation.

You’ll often hear:
“我们不能接外国人 (wǒ men bù néng jiē wài guó rén)” — “We can’t host foreigners.”

But it’s not about discrimination, it’s about paperwork. The staff might not have English support, or simply doesn’t know how to register a foreigner in the system.

This issue mostly arises if you try to book hotels independently, without using Trip.com. E.g. if you book with 去哪儿 hotels mostly would assume you are a Chinese citizen. However, if you book through trip.com hotels are generally informed about the regulation change and can host foreign guests without any issues. So, to save yourself potential headaches, your safest option is to prebook through Trip.com.
